Illegal tendencies to hold the price of a falling security.
For example, if a security is heading downward, and a broker is placing numerous buy orders, it can hold the price of a falling security at level higher than security’s real value.
In order to conduct this hold, broker must have really deep pockets, and there are now guarantees that the security price will rebound.
Holding the Market is not illegal only when the SEC gives an approval to an underwriter to hold the market in a new issue.
